PLEASE NOTE: While this build does talent into Tyr's Deliverance, it is purely to access the Relentless Inquisitor node. Tyrs itself is a really bad button and should only ever be used pre-pull or as a joke to look at how little healing it does.
Relentless Wrath is our most powerful and versatile build in Mythic+. With our current tier set, most of hpal is just about playing fast paced and building/spending as much as possible while being highly aggressive with your usage of Divine Toll and Holy Prism. You'll want one beacon on a ranged dps the whole time, then rotate your other beacon between tank on trash and another dps during bosses or dangerous AoE damage trash mobs. All holy power should be spent on WoG for healing or SotR for damage, do not ever use Light of Dawn. It plays very smooth and generally speaking your rotational priority will look like this:
1. Divine Toll 2. Holy Prism 3. Spend Holy Power (don't overcap) 4. Holy Shock 5. Keep your Consecration down at all times 6. Holy Light with Divine Favor for spot healing 7. Judgment 8. Crusader Strike 9. Hammer of Wrath

In raid this build plays very similar to M+, and your beacons should similarly go on either high hps requirement tanks like Brewmaster, or squishy ranged like hunters/evokers/mages. The biggest question I get about raid playstyle is what should you spend your Holy Power on: WoG or LoD? To answer this, I made this video as the explanation is a bit nuanced. As for your rotational priority, it should look like this:
1. Holy Prism 2. Spend Holy Power (don't overcap) 3. Holy Shock 4. Judgment 5. Crusader Strike 6. Holy Light w/ Infusion (if needed for spot healing) 7. Hammer of Wrath 8. Consecration

1. Virtue right before any AoE damage 2. Keep your Consecration down at all times 3. Holy Prism 4. Spend Holy Power (don't overcap) 5. Holy Light with Divine Favor + Infusion for spot healing 6. Judgment 7. Holy Shock 8. Crusader Strike 9. Hammer of Wrath
Only use Holy Light only with Divine Favor + Infusion as needed for spot healing.

In raid this build plays exactly the same as M+ but with a lower priority on consecrate and spending all our holy power on WoG/LoD instead of Shield of the Righteous.

Your rotational priority outside of Avenging Crusader should be this:
